“Rich P”, as he is commonly referred to, brings 30+ years of construction experience to Noah. This includes starting in the field, performing hands on work for about half of those years. The proceeding years he has transitioned to Inspections. He has worked with both a municipality and a third party firm performing and ultimately administrating, code enforcement, plan review, inspections and zoning.

As a Pennsylvania native, I started my career in masonry but after a few years and seeing all of the masons wearing back braces I moved on to become a Plumber. When attending night school for plumbing my instructor would always comment, “Rich why do you always use pen, ughhhhhh”. He was a Steelers fan so what did he know! Looking back, that constant use of a pen might of been an early sign of transition to my inspection career, 18 years and counting working with a Municipality and a Third Party Agency.
I have been fortunate to work in the field and in the book on the smallest of projects up to publicly traded companies. However big or small the project they all deserve the same attention.
Previous Certification/License/Course Work
Born in Kentucky, raised in Maryland, Robin originally took over a family construction business in 1974 and has been self-employed in construction ever since. He moved to Florida in 1992 to help rebuild Homestead, Florida after Hurricane Andrew. In the summer 2015, he started NOAH Certified, a third-party inspection and certification company for tiny houses on wheels.
As Founder of NOAH Certified, Robin brings 40+ years of experience building homes. His experience working with the permit department, building inspections/inspectors, and planning and zoning provide a deep body of knowledge for the plans review, inspection and certification process.
Robin enjoys traveling the county speaking about standards and building codes. And, in his spare time, Robin likes to fish, snorkel, and go hiking in the mountains. He is a happily married empty-nester, with four kids and seven grandkids, with three generations of family currently serving on the NOAH Certified team including Robin’s 29-year-old grandson.
Bonnie comes to NOAH Certified with a background in Business and Finance. She earned her Bachelor of Science in Business Administration from New Hampshire College and she spent 23 years in marketing, product management, customer service, and finance. Before joining the NOAH team, Bonnie focused her talents in the financial industry as a loan officer.
As head of IT for NOAH Certified, Jordan Miller brings 5 years of experience as well as passion and dedication in his ability to support, create, market, and promote NOAH and its member community online. He is an integral part of the organization who meets the everyday challenges to creatively design new and innovative ways to represent ‘NOAH Certified’ via social media marketing and web design.
Cheri has worked in several office positions and supported many different professions from the medical field to construction, real estate to photography. She has worked for companies both in the US and internationally. Cheri has over 30 years experience in office administration.
Nanci has been very passionate about Tiny Living since she lost her first tooth at 5 years old. Her father would stack phone books for her to sit on so that she could see over his drafting table to draw up her own Tiny House plans. As she grew up, she has maintained the same level of love for living tiny. As a professional in the Tiny House Industry Nanci gets satisfaction knowing she is helping others fulfill their own dreams of living tiny.
Prior to joining NOAH Certified, Leanne was the Office Manager for the UCF Business Incubation Program in Apopka, FL. She has experience in executive assistance, office management, marketing and social media. Leanne’s role at NOAH includes Member Support, Social Media and Human Resources. A 4th generation Floridian, Leanne enjoys gardening, cooking, boating & playing with her Labradoodles, Lars and Dusty.
Clay Neves brings 30 years of sales management experience to solve your specific sales challenges with several Inc.500/5000 awards for sales growth. He designed, implemented and managed successful campaigns for Fortune 500 companies like Pacific Bell, Sprint, ATandT, Citibank, Showtime, and others. He has worked with thousands of business owners throughout the United States and Canada to grow their businesses by growing their sales results, through seminars, workshops, and one on one coaching.
Tony Paolillo spent 30 years in Delaware and now lives in Georgia with his wonderful wife of 35 years.
Fascinated by electricity since he was a boy, at 17, Tony went to work with an electrician as an apprentice doing house wiring and fell in love with it.
After serving in the US Army, he went to work for the electrical union doing commercial and industrial jobs.
Tony has his master’s license and his own electrical construction company and became the second largest electrical firm in the state of Delaware, employing over 40 people. After many years, Tony formed his own construction company as a residential building contractor. In 1997, he became a INACHI certified home inspector and IAC2. Tony is also a certified Mortgage Field Service Inspector
Brian Washko has over 35 years in building department administration, inspection and plan review. He graduated from the University of San Francisco with a Masters Degree in Public Administration and has two Bachelor Degrees in Business Administration and Management.
Brian is an ICC Certified Master Code Professional, ICC Certified Combination Building Inspector, ICC Certified Combination Plans Examiner holding 50 ICC Certifications. Brian also was a licensed electrical, plumbing and mechanical contractor with his own business for 12 years in California.
Linda is a longtime Las Vegas resident with over 28 years’ experience as a Commercial Combination Inspector working for the local jurisdictions. Linda has a Bachelor of Science in Business Administration and Management as well as an Associate of Science in Building Technology. Linda’s passion is family and travel. Linda has 3 sons and 4 beautiful granddaughters. She has traveled to six of the seven continents with her eyes on Antarctica. Starting her career with NOAH Linda is excited to be a part of the Tiny home movement, and hopes to have a positive impact on the further development of tiny home safety as it relates to the construction and the codes.
Alberto Vallehas 14 years of experience in the construction industry. His role includes overseeing construction for residential homes, commercial buildings and subdivision development projects. Review architectural, energy conservation, grading and subdivision improvement plans to enforce compliance with ordinance, rules and regulations for inspection purposes.
Moreover, review and inspect insulation, egress, water, sewer or storm drain lines, drainage, run off control, site development or renovation, street development, valuations, zoning , flood zones, Storm Water Pollution Prevention Plans, Percolation tests reports, Energy Conservation reports and Architectural Plans prepared by consultants, contractors, engineers, architects or developers.
Bachelor’s degree in Civil Engineering at the University of Texas at El Paso (U.T.E.P).
